Philip M. Bonaparte, M.D.
Philip M. Bonaparte, M.D., is the chief medical officer of Horizon NJ Health; New Jersey’s largest managed healthcare company serving the publicly insured.
Dr. Bonaparte is responsible for Horizon NJ Health’s clinical programs, including pharmacy, utilization, case management, health management and education, quality improvement and clinical data analysis.
Before his role as chief medical officer for Horizon NJ Health, Dr. Bonaparte served as the senior vice president of medical affairs at Robert Wood Johnson University Hospital at Hamilton in Hamilton, N.J. As the chief physician administrator for the hospital, he was responsible for the patient management department.
Dr. Bonaparte had also served as vice president of medical management for AmeriChoice Northeast in New York and New Jersey. He held the post of vice president of medical services for Liberty Health Plan and was in private practice in general internal medicine.
A well-respected advocate and spokesperson for the underserved and the publicly insured, Dr. Bonaparte seeks solutions for overcoming disparities in care. Acknowledged for his insight and understanding of healthcare issues, Dr. Bonaparte is a frequent guest for various media outlets. He is a seasoned presenter and keynote speaker at many national and state conferences.
Dr. Bonaparte received his medical degree from St. Georges University School of Medicine in St. Georges, Grenada. He completed residencies and was the class valedictorian at the Jersey City (N.J.) Medical Center and also at the Robert Wood Johnson University Hospital in New Brunswick, N.J. Dr. Bonaparte is certified in internal medicine and is licensed to practice medicine in New Jersey and New York.
David Hunsaker
David Hunsaker is the president of APS Healthcare’s Public Programs division. Hunsaker has led the team that was responsible for APS’ emergence as one of the leading providers of healthcare services to the public sector.
APS Public Programs currently serves Medicaid clients covering more than 13 million beneficiaries - representing approximately 30 percent of all Medicaid members in the United States. These programs span the areas of chronic care improvement and disease management, utilization management, behavioral health, mental retardation/developmental disability services, quality improvement services, external quality review organization (EQRO) services and provider and stakeholder training services.
Hunsaker has served in senior-level positions in healthcare organizations for more than 20 years. Prior to APS, he was president of Global Village HealthCare, where he led joint venture healthcare partnership development in New York, Kentucky, Pennsylvania, Oregon and Washington.
Additionally, Hunsaker served as senior vice president and chief operating officer for Options Healthcare, which is now part of ValueOptions in Norfolk, Va. He also has served in senior management positions for several health maintenance organizations, including Sentara Health Plan in Norfolk; BlueCross BlueShield of Virginia; and Prudential Healthcare – Southeast Region, which was acquired by Aetna.
He began his healthcare career working with children with autism and severe emotional problems at Virginia Center for Psychiatry in Norfolk.
Hunsaker received a bachelor’s degree in philosophy from Old Dominion University in Norfolk, Va., graduating cum laude.
Hunsaker is a member of the American College of Mental Health Administrators, Japan Educational Cultural Center and the Greater Japanese Martial Virtue Society.
M. Elizabeth Reardon, MPH
Elizabeth Reardon is the managed care director for the Office of Vermont Health Access. She currently oversees three statewide initiatives funded by the Robert Wood Johnson Foundation that link systems and supports for primary and long-term care provided to low-income Vermonters with chronic conditions or disabilities.
Prior to joining the State, she served as the director of quality and risk management at Rutland (Vt.) Mental Health Services in Rutland and coordinated strategic planning and quality improvement activities for the Behavioral Health Network of Vermont, a managed care provider organization. She also held positions at New York City’s Bellevue Hospital as assistant administrator for pediatrics, OB/GYN, rehabilitation, and special care units, and as quality assurance administrator for psychiatry, prison health, and AIDS services.
Reardon has consulted with a number of behavioral health organizations, managed care companies and Vermont state agencies regarding the planning and implementation of quality management systems, and was a three-term member of the National Editorial Board of the Journal for Healthcare Quality. In July 2000, she was appointed by Governor Howard Dean to the Commission on the Treatment of Psychological Trauma, and facilitated the task force that incorporated the Commission’s findings into the Agency of Human Services programs and operations.
Reardon holds a Master of Public Health degree from Columbia University, and a Bachelor of Arts from McGill University.
