Since July 1, 2007, under PQRI, eligible professionals who report specific measures on
quality of care furnished to Medicare beneficiaries may earn incentives up to 1.5 percent of their total allowed charges, subject to a cap.

Dr. Bruce Bagley

Bruce Bagley, M.D., is the medical director for quality improvement for the American Academy of Family Physicians (AAFP). The AAFP
represents more than 94,000 family physicians, family practice residents and medical students nationwide.
Dr. Bagley’s current responsibilities with the AAFP include liaison work with other national organizations in the quality arena and active
participation in the development, deployment and implementation of performance measures. He provides clinical oversight for quality
improvement programs and products developed by the AAFP.
During his practice career, Dr. Bagley provided the full range of family medicine services in a single specialty group practice in Albany,
N.Y. Under his leadership, the 10-person group was a pioneer in the community in adapting to the challenges of managed care, quality
improvement and informatics.
In his active leadership role with the AAFP, Bagley was elected president-elect in 1998, served as president in 1999-2000 and Chair of the
Board in 2000-2001. Bagley chaired the AAFP's Task Force on Hospitalist Physicians, the Task Force on Obstetrics in Family Medicine, the
Task Force on Quality Enhancement and the Task Force on Quality in Family Medicine. He also chaired the Ad Hoc committee on electronic
medical records for the AAFP.
Dr. Bagley’s current responsibilities with the AAFP include liaison work with other national organizations in the quality arena and active
participation in the development, deployment and implementation of performance measures. He provides clinical oversight for quality
improvement programs and products developed by the AAFP.
Dr. Bagley has spoken extensively on the topics of performance measurement, office redesign, electronic health records and leadership. He
is a 2005-7 Malcolm Baldrige Quality Award examiner.
Dr. Bagley received a Bachelor of Science from Rensselaer Polytechnic Institute and his medical degree from Albany Medical College. He
served his residency at St. Joseph’s Hospital in Syracuse, N.Y.
Sue Kincer

Sue Kincer, CPC, currently serves on the consulting staff with Pershing Yoakley & Associates with over 15 years experience in the
healthcare industry. She has worked in a variety of settings, including primary care, ophthalmology and pediatrics as practice manager and
clinical services manager.
Kincer has contributed to the development and implementation of compliance and risk management programs for large multi-specialty group
practices. She has restructured practice processes to maximize the quality of patient care and developed improvement methods in the areas of
assessment, evaluation, and execution of strategies to effect overall organizational growth.
Kincer has her certification in medical administration from South Florida Community College.
Lorraine Larrance
| | Lorraine Larrance, consulting senior manager with Pershing Yoakley & Associates, identifies some of the greatest PQRI-related challenges physicians have faced to this point.

Lorraine Larrance, BSN, MSHA, CCM, CPHQ, currently serves as a consulting senior manager with Pershing Yoakley & Associates with
over 20 years of healthcare experience. She has worked in a variety of settings including acute care hospitals, hospital-owned physician
office administration, commercial payor organizations, and long term acute care.
Larrance has extensive experience in the assessment, evaluation, and execution of strategies to effect overall organizational growth. Her
case management background includes utilization management, reimbursement strategies, discharge planning, documentation requirements, quality
and process improvement activities, and effective medical management services. Larrance is a member of the Case Management Society of America
and the National Association of Healthcare Quality.
Larrance received a Bachelor of Science in Nursing from Florida Southern College and has her master’s degree in Healthcare Administration
from the University of Central Florida. Larrance is certified in Case Management and is also a certified Healthcare Quality Improvement
professional.
