A collaborative effort among five regions of Ohio is targeting the key reasons for avoidable ER visits among Medicaid beneficiaries and rolling out test interventions in a rapid cycle quality improvement approach.

The Implement Medicaid Programs for the Reduction of Avoidable ED Visits (IMPROVE) Collaborative partners the Ohio Medicaid program with Medicaid managed care plans in the five regions to identify priority populations and develop quality improvement interventions for these patients.

  • Identifying the driving factors that lead Medicaid beneficiaries to seek care in the ED;
  • Creating actionable interventions to address the patient streams most likely to use the ED inappropriately — chronic back pain, dental issues, high-utilizers and the other patient populations targeted by the program;
  • Building relationships and information sharing strategies between Medicaid managed care plans and healthcare providers to improve program results;

Dr. Mina Chang
The Ohio Collaborative ascribes to a population-based and patient-centered methodology.

Mina Chang, Ph.D., is the Chief of Health Services Research and Program Development Section for the Bureau of Health Services Research of the Ohio Department of Job and Family Services. She directs statewide multi-stakeholder collaboratives, research and quality improvement programs in support of Medicaid administration.

Dr. Chang has 11 years of management experience in healthcare including managed care and behavioral health. She received a bachelors degree in public administration from National Chung Hsin University (Taiwan), a masters in public administration and a doctorate in public policy and management from Ohio State University.
