Kim Bellard, Vice President of eMarketing, Highmark Inc.
Kim Bellard is vice president, eMarketing & CRM for Highmark Inc., a licensed affiliate of the Blue Cross Blue Shield
Association. Joining Highmark in January 1999, Mr. Bellard’s primary responsibility is developing new generations of products
and services for Highmark aimed at a consumer-driven market. He led the development of BlueChoice, the nation’s first fully
online, customizable health insurance program. BlueChoice was introduced in May 2000, and continues to be expanded and
enhanced. It is part of a broad consumer-centered product portfolio and strategy for which Mr. Bellard is responsible, which
now includes BlueAccount, Highmark’s spending/savings account product. BlueAccount was first introduced in the spring of
2003 and has now been expanded to include BlueAccount HSA.
Mr. Bellard’s unit also developed and has ongoing responsibility for both the
Highmark Blue Cross Blue Shield and the Pennsylvania Blue Shield websites.
These include consumer, employer, and agent/visitor portals, and the corporate website. The various sites offer an
industry-leading array of information and services to their respective constituents, and continue to be expanded and enhanced
as part of Highmark’s strategy to move more services to the Internet.
Prior to joining Highmark, Mr. Bellard spent twenty years with Prudential HealthCare in a variety of roles. He is a summa
cum laude graduate of Bowling Green State University.
John Mills
John Mills is director of product development for HIP Health Plans and has served in this position since January 2002. In
this capacity he has been concentrating on new and innovative products especially in the consumer- directed healthcare area.
He developed and launched HIP’s first consumer- directed healthcare product, HIP myFund. Mills also works on new emerging
technologies and e-commerce strategy as it relates to integrating HIP’s award winning technology with its new product
offerings. Mills served as director of federal relations at HIP from 1995 to 2000.
Prior to returning to HIP, Mills worked for MyHealthBank, a healthcare software and technology company in 2000 and 2001.
Mills served in a number of roles at MyHealthBank including being in charge of product implementation and advising the
company on regulatory issues including HIPAA transaction and privacy rules. Mills served as the implementation manager for
MyHealthBank’s contracts with Regence BlueCross BlueShield of Oregon, Regence BlueShield of Washington, Regence BlueShield of
Idaho, and Regence BlueCross BlueShield of Utah.
Mills also has an extensive background in health policy having worked in Congress for more than eight years including
serving six years as legislative director to Representative Eliot Engel of New York. He staffed HIP CEO Anthony L. Watson in
his role as a member of the Bi-Partisan Commission on Medicare Reform.
Mills has a Master’s Degree in Public Policy with a specialization in health policy from Georgetown University in
Washington, D.C. and a Bachelor of Arts in Political Science from Union College in Schenectady, N.Y.

With proper notice, fees are refunded minus a $40 service fee. No refunds are given for cancellations received with less than
